Financial assistance is being offered in an effort to increase the number of participants in national or international conventions that are being held in Québec and that have been confirmed.

Eligibility criteria

A. Eligible clientele

Financial support is available for the organizing committees of recognized associations or professional bodies and their representatives.

B. Eligible projects

The convention must:

  • Be held in Québec;
  • Last a minimum of 3 days;
  • Involve a minimum of 500 participants, at least 50% of whom come from outside of Québec;
  • Be endorsed by the Société du Palais des Congrès de Montréal, the Société du Centre des Congrès de Québec or the regional tourism association in the place where the convention is to be held.

Terms and conditions

A. Nature of financial assistance and eligible expenses

Financial assistance shall take the form of a non-refundable contribution covering up to 50% of the expenses deemed eligible by the Ministère du Tourisme du Québec, to a maximum of $20,000 per convention. This assistance may be spread over more than one fiscal year and only one application per convention is allowed.

Only expenses directly related to increasing the number of participants in the convention shall be deemed eligible, such as:

  • Design and production of promotional material;
  • Mass mailings to association members and other potential participants;
  • Development of a Web site;
  • On-line marketing;
  • Telemarketing;
  • Advertising;
  • Registration and exhibiting expenses at a prior convention to promote the event. (However, the travel expenses such as plane tickets, hotel, meals, etc. are not eligible).

Furthermore, the total cumulative assistance from all Quebec government and federal government departments and agencies may not exceed 70% of the eligible expenses.

B. Evaluation criteria and other terms and conditions

Each application shall be evaluated on the basis of the following criteria:

  • Agreements with and support from industry partners and any international associations;
  • Visibility opportunities to promote Québec tourism destinations;
  • Number of convention attendees, where they come from;
  • Length of convention and number of room nights;
  • Expected increase in the attendance;

The financial assistance granted shall be covered by an agreement specifying, among other things: a description of the project, the financial assistance granted, terms and conditions of payment of this assistance:

  1. A 1st payment equivalent to 70 % of the financial assistance granted upon signature of the financial agreement and approval of the visibility plan offered to the Ministère du Tourisme;
  2. A 2nd payment equivalent to 30 % of the financial assistance granted upon reception of the vouchers to be provided.
